Track-and-Trace Transition
The Cannabis Control Division (CCD) is transitioning New Mexico’s cannabis industry from BioTrack to the New Mexico Seed-to-Sale System (NMS2S), a new track-and-trace system that all licensed cannabis businesses must use. NMS2S is specially designed to meet the unique needs of New Mexico’s cannabis licensees and ensure all cannabis products in our state are from New Mexico. The new system is free for all cannabis licensees.
THE TRANSITION IS MANDATORY FOR ALL CANNABIS LICENSEES.
Transition begins August 25, 2026, and NMS2S will launch the first week of September. BioTrack will no longer be available after August 25 for non-retailers and September 4 for retailers. There are important steps every licensee should take now to prepare.
Get Ready for NMS2S
IMPORTANT DATES
August 25, 2026 after 5:00 p.m.
- Biotrack functionality turned off for all non-retailer licensees.
- Testing labs will not be able to receive samples from August 25 – August 31. All past testing results will be fully migrated over by August 31.
- Retailers should limit any modification of their inventory to sales through Biotrack and any other necessary inventory reconciliation.
- Retail to retail transfers should not occur.
August 31, 2026
- All activities with the exception of retailers are given access to their migrated inventory in NMS2S.
- Testing can resume.
- Producers and Manufacturers should make any updates to their inventory that occurred during the migration and ensure all information in the system is accurate.
September 1, 2026 at 12:01 a.m.
- Retailer migration begins.
- Sales must still be conducted through BioTrack.
- Please be sure to have synchronized your retail inventory with the BioTrack traceability database before 12:01 a.m. on September 1.
September 2, 2026
- Retailers gain access to both BioTrack and NMS2S accounts and inventory.
- Sales MUST continue to be processed through BioTrack until the cutoff date (September 4). To ensure your NMS2S inventory remains accurate for cutover day, you must adjust down your inventory in NMS2S to account for sales during this period.
September 4, 2026 at 12:01 a.m.
- BioTrack will be turned off.
- All cannabis activity, including sales, must be done on NMS2S moving forward.
What To Do Now
Reconcile your inventory.
Before migration, licensees should review your BioTrack records and make sure they accurately reflect your physical inventory:
- Reconcile physical inventory against track-and-trace inventory.
- Review plants, packages, harvests and other tracked inventory.
- Resolve discrepancies and incomplete transactions.
- Complete outdated records where appropriate.
- Review outstanding transfers and transactions.
- Check that your license and facility information is accurate and current.
- Do not make adjustments solely to prepare for migration unless they accurately reflect your inventory or activity and are otherwise permitted.
Your BioTrack records matter. Accurate, complete information will help make your migration successful.
Make sure BioTrack is synchronized.
BioTrack is currently the source of truth for your track-and-trace inventory. Only data reflected in BioTrack at the time of the launch will migrate to NMS2S. If you use a third-party point-of-sale or inventory management system, make sure its information is properly synchronized with BioTrack. We recommend running a “Current Inventory” report directly from BioTrack Traceability and using it to review and reconcile your inventory.
Review your NM-PLUS information.
Existing BioTrack user accounts will NOT be automatically transferred into the new system. The primary controlling person listed in your NM-PLUS account will be established as your license’s initial NMS2S system administrator. Before the launch, confirm the primary controlling person contact information for your license is current on NM-PLUS and make any changes as soon as possible before the transition.
What is Changing
NMS2S is designed to align track-and-trace workflows more closely with New Mexico’s own regulatory requirements. Some functions that worked one way in BioTrack may work differently in NMS2S. Remember that system functionality never overrides legal limits.
Courier Tracking
Couriers will have accounts to track cannabis deliveries directly in the state system. All deliveries using licensed or internal couriers must be tracked.
Producer Inventory
After the transition, production licensees will only be able to receive approved inventory types:

- Deli Style Cannabis
- Fresh Frozen
- Bulk Flower
- Bulk Trim
- Clones
- Seedlings
- Seeds
If you are in possession of inventory types not in this list, NMS2S will migrate these items, and allow for those items to be transferred out of your inventory.
Testing
NMS2S will more clearly distinguish sale-ready products from products still in production. Testing must be completed before a product is designated as sale ready. If a product changes form after testing, it requires new finished product tests before retail transfer.
The system requires testing at each products “Unpackaged” stage where it will not change form before packaging.
Distinction Between Medical and Adult-Use Products
NMS2S will make it easier to track medical and adult-use cannabis separately, giving New Mexico clearer data on each market and a more adaptable track-and-trace framework as cannabis regulations continue to evolve.
