Welcome to the Construction Industries Division
The Construction Industries and Manufactured Housing Division protects New Mexico consumers by licensing and regulating the state’s industry.
In 1983, RLD was created and in that enabling statute, CID was created as a division of RLD. The Division was established as part of RLD in 1983 and today licenses contractors in many different license classifications.
The Construction Industries and Manufactured Housing Division protects consumers by regulating the industry through policies that promote business growth, safety, and general welfare of the public. The Division strives to provide excellent customer service, every time, while:
- Ensuring that construction is performed in a safe, competent, and professional manner;
- Licensing contractors and enforcing licensing laws;
- Requiring licensure for any person practicing or offering to practice construction contracting;
- Enforcing the laws, regulations, and standards governing construction contracting in a fair and uniform manner;
- Providing resolution to disputes that arise from construction activities

Employee Permitting & Inspection Central Portal
The Construction Industries Division has launched a new permitting portal. The Employee Permitting and Inspection Central (EPIC). The new EPIC portal is designed so you can track applications in real-time, easily apply for a permit, or even request an inspection in just a few clicks.

- Full visibility of application status
- Ability to download important documents
- Automated follow-up actions for quicker permit processing
To prepare for the launch of EPIC, you will need to update your information by contacting CID at: CID.PermitHelp@state.nm.us. Please include, company name, email address and license number. EPIC registration emails will be sent to the official email address on file for each Licensed Professional just before launch. *Please note, only Qualified Parties will be able to access the EPIC. If you are an employee, please contact the Qualified Party for your company.
Recycled Metals - Notice of proposed rulemaking - RESCHEDULED.
Public Hearing. The Division’s Recycled Metals program will hold a Public Hearing on Friday, February 18, 2022, from 9:00 a.m. to 9:30 a.m., or until all public comments are heard. The hearing will be held virtually, due to the concerns surrounding COVID-19. Attendees are able to provide public comment on record and submit written comments.
The Division will review all feedback received during the public comment period and issue communication regarding a final decision at a later date.
